Blue Card - Ciritical Thinking and Strategic Decision Making
One of the greatest challenges for initial- and strategic-level incident commanders is the application of sound decision-making and the use of effective tactics on the fireground. This is achieved most effectively when the incident commander has a strong understanding of the incident command system, fire behavior, building construction, life safety, and a clear awareness of the operational capabilities and limitations of fire companies. This is an exceptionally demanding role.
Blue Card clearly defines the most effective and consistent incident command process through the Functions of Command. As a linear system, it provides a complete incident command framework applicable to any hazard from beginning to end. To effectively connect fireground tactics to strategy, incident commanders, division supervisors, and company officers must apply a critical-thinking process that links strategic-level considerations to tactical operations. This process must be clearly articulated, consistently trained, actively monitored on the fireground, and reinforced through accountability. It ultimately becomes the foundation for all training and decision-making within the hazard zone.
The Blue Card Critical Thinking and Strategic Decision Making course is designed to reinforce the Functions of Command while developing a trainable, repeatable decision-making process for the fireground. This approach significantly reduces the risk of serious injury or line-of-duty death (LODD) for firefighters operating in offensive positions during defensive conditions. The course is grounded in proven incident command principles, the effective application of modern fire service research, and a clear, transparent decision-making standard.
We would like to thank the Wilmington, North Carolina Fire Department for reaching out to the Blue Card team with a request for assistance in strengthening the connection between the incident command process and operational work on the fireground. The following feedback was provided regarding the training we delivered to all promoted and acting officers within the Wilmington Fire Department.
